Not really, initially some countries wanted to make it a gift. After all it comes from Russian assets and Ukraine is being invaded by Russia. Now they changed it so the countries with the worlds largest economies can also profit from the assets they took from Russia.
Tbh, if Linux had the same user base as windows had back then a large amount of people would postpone any update indefinitely and we’d be in the same shit.
For a dictator keeping the population repressed is of vital importance to staying in power. So shit like this is prioritized over fighting normal crimes or corruption.

I have used a windows vm at a previous job for a closed source IDE we were required to use. I’ve never used AutoCAD, so I’m afraid I can’t help you there.
At that point you might as well just use a windows VM for CAD. With desktop integration you hardly have to notice you’re using windows.

Maybe for you, but definitely not for everyone. I can use it if I have to, but I find it very annoying to deal with significant whitespace.

In the Netherlands we have this app that could be used for it https://www.yivi.app/en it’s open-source, developed by an ngo in collaboration with a Dutch university. It’s not very widely used yet, but the idea behind it is really good.
It’s Spain, so they probably wasted euros instead of dollars
